Ah, thanks, that helped me locate a file on my system that appears to define a
non-standard menu order: 

~/.config/libreoffice/4/user/config/soffice.cfg/modules/swriter/menubar/menubar.xml

Possibly this was generated at some point in the past when I used Tools ->
Customize to tweak the menu? Not a bug in LibreOffice, in any case. Sorry for
wasting your time.
