We could introduce an (advanced) option "[ ] Expand selection to word
boundaries for transliteration" that changes the selection first. Looking at
Justin's patch note 

| enhance Shift-F3 rotating between UPPER, lower, Title cases. 
| - allow cursor at the beginning of the word
| - allow cursor at the end of the word
| - allow cursor in whitespace before a word 
| - rotate based on current status, not on a blind counter

supports the idea of simplification.
