Conditional formatting does not work maybe due to conflict with format cell

Steps to Reproduce:
1.Create or use an existing conditional formatting
2.Apply it to a cell or a range
3.

Actual Results:
It does not work.
The format cell prevail over it.

Expected Results:
Not result


Reproducible: Always
