"Not" defaulting to the Microsoft "Ribbon" GUI is a major reason LibreOffice
(and AOO) are popular among Windows users.  We do not implement UWP
natively--we should not pretend to offer a Ribbon interface.  Functional
differences in implementation of our Tabbed NB would be extremely annoying to a
large class of Windows users.

Our MUFFIN approach allows user to choose a Notebook Bar layout of their
liking, but the Standard toolbar(s) based GUI should remain default cross
platform.

If we were looking for a MUFFIN interface appropriate to adopt as a new default
(cross platform) IMHO the next effort should be a true Tabbed -- Multi Document
Interface (MDI) as propsed in bug 37134 and duplicates.

Meanwhile ongoing MUFFIN work should include taming the Context sensitive
toolbars of the Standard view, personally I like the idea of packing the
toolbar buttons into a dynamic Sidebar Deck (see bug 124835).

But beyond that, moving Windows users to the Tabbed or Groupped Compact
Notebook Bar would not be well received.
