Description:
Make bottom description area in Sidebar's Function section more high. 
Because it has description for selected function and user can't look all info
about function if area size is by default
I suggest make it in two time more high by default

Steps to Reproduce:
1. Open Calc
2. Open Sidebar => Function
3. Look at bottom part of Sidebar => There is a description there, but you
can't see all of it, you should move top border of description area to up to
see all info

Actual Results:
We have small description area in Sidebar's Function section by default

Expected Results:
We have optimal size of description area in Sidebar's Function section
