Two very similar .docx files, one with problem, other without

Two very similar files:
Citation Reference - Test2updated10.docx 
has the problem, 
Citation Reference - Test2updated11.docx 
does not.

Renaming the files from .docx to .zip, unzip, compare results, shows the
difference is in file word\footnotes.xml

(Visual Studio can format the .xml files better. Load .xml file into Visual
Studio, do CTRL-K CTRL D)
