I can't repro with a file from scratch
Version: 6.4.0.0.alpha0+ (x64)
Build ID: b9b7df5f558eb79533622df5f3390f79a1e5aa79
CPU threads: 4; OS: Windows 10.0; UI render: GL; VCL: win; 
TinderBox: Win-x86_64 at 62-TDF, Branch:master, Time: 2019-07-31_17:15:25
Locale: es-ES (es_ES); UI-Language: en-US Calc: CL

Sample file has a link relative to not the same folder but
xlink:href="../../Downloads/test.txt", so if file is saved with the option for
a relative path, and you move to a different place without reproduce the
folder's structure then the link doesn't work.
Sample file doesn't update for me with 6.2.5.
