Can not confirm on Windows 10 Home 64-bit en-US (1903) with
Version: 6.4.0.0.alpha0+ (x86)

Locale: en-US (en_US); UI-Language: en-US
Calc: threaded

Selecting image or draw text box shifts cursor movement of the respective
object on the Writer canvas. Selection also will allow either object to be
arranged, bring forward or send back, but cursor movement of selection is still
correct--just making the selection requires Navigator or moving the overlaying
object.
