This now works fine on:
US keyboard layout
Spanish ISO keyboard layout

I can cycle back and forth

On Norwegian keyboard layout I can only cycle one way, because I have to hold
the shift key to produce the default ` key. But that is also the case in e.g.,
TextEdit, so that would be an upstream bug on choosing the default keyboard
selections.

The bug on inserting the ` mark is covered in bug 53965 which remains
