I original reported this as:
Bug #104819 - Formatting: Corrupt Document/Format After Save When Starting With
Empty .docx Document
which has been marked as a duplicate of this bug.

I can confirm that following the steps in Bug #104819 that this issue is still
present in LibreOffice 6.3.0.4.
