You changed the content of the document. The goal should be to change the
format of the document.

So,

Will not have the effect of keeping "c" row together with "b" row.

This is a workaround.

No current "Keep with next paragraph" formatting option would cause "c" row to
stick to "b" row. If you feel I am wrong here, please upload an attachment.
