This is actually not a duplicate of bug 124108 as the locale data for fr_CA
correctly defines

    <Markers>
      <QuotationStart>‘</QuotationStart>
      <QuotationEnd>’</QuotationEnd>
      <DoubleQuotationStart>«</DoubleQuotationStart>
      <DoubleQuotationEnd>»</DoubleQuotationEnd>
    </Markers>

But note that replacement is not a function tied to the keyboard layout in use,
but instead the current locale one works in, if that is defined to "French
(Canada)" then replacement works, see menu Tools -> Options -> Language
Settings -> Languages, Locale setting.
