Can not confirm on Windows 10 Pro 64-bit en-US (1903) with
Version: 6.2.5.2 (x64)
Build ID: 1ec314fa52f458adc18c4f025c545a4e8b22c159
CPU threads: 8; OS: Windows 10.0; UI render: GL; VCL: win; 
Locale: en-US (en_US); UI-Language: en-US
Calc: threaded

With the Draw Text box object selected (the Drawing Object properties Toolbar
active) mouse pointer selecting over one of the edge grips (resize cursor
activates) will resize the box--horiz or vert, while selecting a corner grip
will resize both.

Mouse pointer selecting on on of the edges (move cursor activates) will
reposition the Draw Text box object while l-mouse button remains down,
including moving the anchor to prior or next page. No loss of the resize
cursor/move cursor while mouse button remains depressed after click and
movement.
