Interesting. I can reproduce in

Version: 6.3.0.4 (x64)
Build ID: 057fc023c990d676a43019934386b85b21a9ee99
CPU threads: 4; OS: Windows 10.0; UI render: GL; VCL: win; 
Locale: en-GB (en_GB); UI-Language: en-GB
Calc: threaded

and

Version: 6.2.6.2
Build ID: 684e730861356e74889dfe6dbddd3562aae2e6ad
CPU threads: 4; OS: Mac OS X 10.14.6; UI render: default; VCL: osx; 
Locale: en-GB (en_GB.UTF-8); UI-Language: en-US
Calc: threaded

I've attached 2 files, both saved out of 6.3.0.4 (x64) which should be
identical.
The ODS loads correctly, with the image still hidden and anchored to A1
The XLSX loads, but with the image visible and anchored to A2
