Description:
I can't open .odb files which i created with hsqldb or create new ones.

Steps to Reproduce:
In a new debian buster installation,

1. apt-get remove libreoffice
2. apt-get remove --purge libreoffice5*
3. apt-get remove --purge libreoffice6*
4. apt-get clean
5. apt-get autoremove
6. apt-get -t buster-backports install libreoffice
7. Open libreoffice
8. File-New-Database
9. Create an hsqldb
10. File can not be created because "The connection to the external data source
could not be established. No SDBC driver was found for the URL
'sdbc:embedded:hsqldb'"
11. The same problem arise if i try to open an existing .odb hsqldb file.

Actual Results:
I can't create new or open existing .odb files that were created wiht hsqldb.

Expected Results:
I should be able to see table and forms in existing .odb files that have
hsqldb.
