I attached my HTML created in Windows LO like this:
1. open Writer and make table with some text
2. Select some text within a table;
3. Apply bulleted attributes to all selected text using:
Main Task Bar > Toggle Bulleted List > More Bullets > Image tab > bluballgif
4. File-Save as HTML

I cannot reproduce reopening in browser, bullets are there. That differs frmo
yours. Please check steps, write LO version and OS.
If you meant to open that HTML in Writer, then blue bullets are not there.
