Never mind, I just found the way to reset the "protect cell" to "un-protect".
When using "F11 > Properties" and clicking "More options" button, the Cell
Protection tab always shows style as Un-protect. OTOH right-clicking the style
in the styles' list, and picking Modify from the menu opened the right dialog.
