Hello R. Green,
Thanks for reporting this issue.
That's the expected behaviour. The purpose of the keep ratio checkbox is to
ensure the values added above keep the ratio or not, it's not an object
property, thus it's not a value LibreOffice keeps after reopening the dialog.
