Is this a bug or a documentation/interface problem?
The documentation seems to imply that it is possible to specify a path, but I
get the same behavior as the initial bug report (i.e., the last used directory
is used for opening and saving files). This happens also, after resetting to
factory settings in LO 6.4.0.0.beta1.
Bug #96503 reports a similar problem for new documents.
Bug #126404 (comment 1) indicates that the path is set temporarily to location
of the last file edited/saved. (as also reported here)
Maybe the program behaves as intended, but the documentation does not give this
information clearly.

Or maybe the interface in Options > Paths > My Documents can be enhanced with a
checkbox to force LO to only use the path indicated in My Documents (and not
use the last used directory)?
