It already exists:
1. Form - Text box
2. Double-click the element while in design mode
3. In the General tab, change "Text type" to Multi-line with formatting if you
want to have formatting
4. Change "Scrollbars" to whatever you want
5. Close the properties dialog
6. Deactivate design mode from Form menu and now you can write text in the box

Btw. you can add images to reports as attachments.
