Hi, I have found this bug report as of having problems with header/footer at
XLSX files not showing at LibreOffice 6.3.3.2 at print preview and after export
as PDF, so for me is not just an issue of not having a 'page layout view'.

I have created the file in LibreOffice, added a header with an image (preset or
custom imported one), saved as XLSX. Close the file and open it again, the
image won't appear (and in case the image is the only element in the
header/footer -no text-, the header/footer won't appear altogether -including
removing the margins defined for it).

Same if file was created with Excel, or created/manipulated with a python or
NodeJS library.

It seems a compatibility issue with XLSX.
