That was my first idea. The only show stopper I see is when users number the
indices, which leads to something like 

1. Table of Content
...
1. Heading1
1.1 Heading1a
1.2 Heading1a
2. Heading2
...
2. Index Heading
3. Figure Heading

ToC uses Contents Heading for the ToC title by default. It looks much better
with roman numbering.

Without numbers on the index headings it's not a problem. Hackish workaround
could be to use levels 6-10 for indices. But I believe it's not necessary.
