Outline level is separate from Numbering Style for a paragraph, but when
Chapter Numbering Style is selected, then Outline level is also greyed out.

Enhancement:  should be possible to set Outline Level in Paragraph Style.

I predict this will not be possible because of the way that the Chapter
Numbering dialog is designed (the list level number is "forced" onto the
Outline level), but this point should be relevant to planned redesign of the
styles UI.
