1. Insert > Table of Contents, Index, or Bibliography, check "Additional
Styles"  under "Create From", click on Assign Styles.

2.  In Assign Styles dialog box,  >> and << do not have tooltips.

Suggestion:

<<  Move the selected paragraph style up one level

>>  Move the selected paragraph style down one level
