The is by design. The Special Character split button provides a dialog with a
set of 15 preloaded 'Favorites' (but modifiable in profile) and 15 'Recent'
recently picked characters (also recorded to profile). This split button
facilitates multiple pastings (from favorites and or recents).

Using the full Special Character dialog, you can add and remove characters from
your list of favorites, including recently picked characters.

UX-design review deemed this sufficient.
