Steps shouldn't assume something is obvious:
0. Open attachment 148412 DOCX in Writer and delete the whole paragraph "Etiam
bibendum.." and save as revised version 
1. Open revised or attachment 148413 DOCX in Writer
2. Edit - Track Changes - Compare Document to original attachment 148412 DOCX

Actual Results:
The first whole paragraph "Etiam bibendum.." deletion will appear at the end of
the document (incorrect) while other editings would appear at correct places
Expected Results:
The first whole paragraph deletion should appear correctly at where it actually
happens (as the 2nd paragraph)

Note: reverse compare works right.
3. Open original attachment 148412 DOCX in Writer
2. Edit - Track Changes - Compare Document to revised attachment 148413 DOCX
Actual and Expected Results:
The 2nd paragraph is marked as added. 

Repro LO 3.6 and 6.3+. Not regression.
