Bug ID: 123584
Summary: [EDITING] `[HH]:MM` formatting has rounding problem
(0:59 instead of 1:00 for example)
Product: LibreOffice

Description:
For some reason LO Calc cell that calculates value from other cell (time-diff)
that is configured with `[HH]:MM` formatting shows rounding error. After saving
and re-opening the file cells are correctly re-calculated. It started with
6.2.x release and was warking correctly before..
Steps to Reproduce:
1. Create new spreadsheet
2. Create 3 columns formatted as _Time_ with `[HH]:MM` configuration, 3. column
should be diff or column 2 and 1
3. enter a couple of values (15m rounding in my case showed the isssue) in
columns 1 and 2
Actual Results:
Sometimes i see 0:59 or 0:14 instead of 1:00 and 0:15 respectively
Expected Results:
I should see 1:00 and 0:15
Reproducible: Always
User Profile Reset: No
