So you mean the "inconsistency" between sidebar: position = 0,0/139,60 and
rulers with 0,0/792,641? Both rulers can have individually different units,
configured per right-click or via Tools > Options > Draw/Impress > General:
Unit. 

Agreed, it's an unexpected feature but might become handy under some
circumstances.
