I have been making sure to power down Windows completely between writing
sessions, and there is an ongoing problem with the nav-bar, though it is
unpredictable when it might happen. However, the triggers for it to happen are
few. 

Click a scroll arrow and it might stick, still highlighted, with the document
scrolling indefinitely. One way out is to Alt-tab in Windows, to switch to
another open program and back to Writer. 

Clicking the bar either side of the slider too many times may cause it to
scroll for far too long but this eventually stops on its own.
