Description:
Page backgrounds are applied beyond the page margins. 
Is this a design change or a bug?

Steps to Reproduce:
1. Open Writer.
2. Format -> Page -> Area -> Color (apply a color)

Actual Results:
Full page gets a color

Expected Results:
Only the area within the margins (as it used to be)


Reproducible: Always
