I can see something similar on 6.2.0.1. As far as I can tell, the problem is
not missing controls but a dialogue that's too tall and cannot fit the screen:
if I do Alt+Drag on the window (I'm on a Plasma desktop), I'm able to expose
the missing controls. It seems the menu is taller than 800 pixels, which is too
much for my old laptop. The problem is only present when using the GTK3 VCL
plug-in, the kde5 VCL plug-in presents windows of the proper size.
