Why should this not be considered a bug?
I think we all agree that in case Ctrl is pressed the behaviour is correct,
namely that the hyperlink is selected and executed, when it is clicked.
But if Ctrl isn't pressed, I think that this shows the clear intention to use
the normal behaviour of Calc, namely to select the cell clicked on, regardless
of the contents displayed in that region of the screen.
As I remarked already in comment 3, Excel, as far as I could test it without a
MS Office license, works as I would expect Libo to work; so I think that is a
behaviour many people would expect, and which I personally also do.
