Wait, wait!
The mismatched handling of abcd.12 vs abcd.12.odt of OPs comment 0 STR does not
occur when the LibreOffice internal file picker is used--just with the marginal
VistaFilePicker() used when a "UseSystemFileDialog" is set True, as is current
default.
Points to a logic error in matching existing file string (in Windows that means
with any extension--including no extension) against the save action.
Rather seems this is an implementation error in the "native"
VistaFilePickerImpl()
