That document explicitly states <dimension ref="A1:AMK34"/> for
xl/worksheets/sheet12.xml and <dimension ref="A1:AMK59"/> for
xl/worksheets/sheet13.xml.
The column then is used in several rows with a custom format spans="1:20
1025:1025". It is even used by cell elements like in <c r="AMK13"/>, though
those cells are specified as empty. Nevertheless the XML data says there *are*
cells.
So what do you expect Calc to do? Ignore what the document says?
