You can uncheck it in the dialog and immediately change the size. The change is
applied and after closing the dialog, the formula is size protected again.

I don't know a different behavior, and use the app since StarOffice 5.1.

So I would say no bug. But it is a valid enhancement request to make the
property "sizable" sticky for formulas too. A chart is a similar OLE object and
is always sizable as default. Why is a formula not always sizable?
