No one discounts that it has undesired effects. 

In comment 21 I've simply pointed to what causes users grief--noting that at
the time it was implemented in 2010, the OOo users and developers chose to
handle the SENTENCE_CASE transliteration against full sentences--expanding any
selection to the include sentence boundary.

It is clear from discussion of the feature, they did not consider that the
SENTENCE_CASE would be added to the <Shift>+F3 toggle, and that users applying
it from Format menu would "only" use it rationally when they were cleaning up
blocks of text. 

It is correct as it was implemented, and behaves programmatically as expected.
It simply does not have the additional logic needed to deal with users seeking
to apply sentence case selectively--when developed they did not think it would
need it, and folks would be better served working with sentences rather than
word selections.

Since the <Shift>+F3 case cycle now includes the SENTENCE_CASE transliteration,
working with selections consistently becomes more of an issue needing dev
attention to remove the annoyance.
