Description:
Currently, in Navigator view, Writer allows grouped highlighting of a selection
of headers. In this condition, the last highlighted header, which appears in a
dashed frame, can then go unnoticed and as a single header at a time is at most
movable by dragging. As a consequence, this grouped highlighting misleads as to
the role that can reasonably be expected. 

Steps to Reproduce:
1. In Navigator view, attempt to highlight a group of headers. See attachment;
2. According to step 1.'s expected possibility, attempt to drag that selection
through the heading structure.

Actual Results:
1. – operation allowed. See illustration in attachment.

Expected Results:
Header appearing in a dashed frame, to be the one remaining highlighted, if
only needed.
