Description:
Use case: reading a text and highlighting interesting parts.

When the highlighter is selected and the cursor approaches the top or bottom
viewer limits, the viewer jumpily scrolls--often much more than desired.

Steps to Reproduce:
1. Create a new document
2. Type some text and copy/paste it until you have about 30 pages
3. Select the highlighter tool
4. Move cursor towards the top or bottom of the document window.

Actual Results:
Document window jumpily scrolls

Expected Results:
IMHO it shouldn't scroll at all with the highlighter selected, since the normal
cursor doesn't produce a scroll in this manner

User Profile Reset: No



Additional Info:
I have marked this as severity normal because it makes LO almost unusable for
my use case (reading and highlighting a previously existent text)

I believe OpenGL is not enabled.
