Update: It is possible to change the scale in a secondary X -axis.  However,
the version I was using (6.2.0.2) has some bugs in dealing with a secondary X
axis. That is, it is only possible to change the scale to values from 0 to 100.
I thought I had checked this in other versions but it looks like I did not.

When reporting a bug, it is important to specify which versions are affected. I
don't know why I did not do that or test this in other versions. I have now
checked versions 6.1.6.3, 6.2.4.2, and 6.3. In all of those versions, it is
possible to change the values to negative numbers and to numbers greater than
100. 

Thus, since it is possible to change the scale, the secondary X-axis is more
useful than I thought.   I will attempt to clarify what it does in the
documentation. 

I now think that this bug report does not need to be acted upon. 

I don't know what the process is for indicating that a bug report can be
disregarded and hope that someone else can do that. Apologies to the busy
developers for having to spend time with this.
