I switch regularly between German, French, English and sometimes Persian when I
am using Libreoffice. I am astonished that this bug is open since 2012 and
hasn't been fixed yet. To users who only use one language this may look like a
nice to have enhancement. But there are a lot of people who have to switch from
one language to another several times per day. And for all of us it is really
annoying how libreoffice handled the language drop-down so far. 

The languages installed on the computer must be shown on the top. This covers
the need of at least 99.9% of the users. For the few that need all possible
languages shown, the not installed languages (or a list with all languages if
that is easier to program) can be shown below in the drop-down list.

I really hope that finally this bug gets assigned to someone so that it will be
fixed very soon. Thanks.
