Description:
In Windows builds of LibreOffice, the hover tooltips of Undo and Redo buttons
on the toolbar don't seems to update on every click. So the text may get
outdated or misleading.

Steps to Reproduce:
(I use LibreOffice Writer as example, but it also happens in Calc and Impress.)
1. Open a blank document in Writer.
2. Type "aaaaa".
3. Press backspace twice.
4. Type "bbbbb".
5. Press backspace twice again.
6. Type "ccccc".
7. Press backspace twice yet again. Now you'll get 6 actions in undo history.
8. Click Undo button on the toolbar in quick succession (3 clicks per second or
faster). Observe the tooltip that doesn't change.
9. Click Redo button in quick succession. Observe the tooltip again.


Actual Results:
The tooltips stop updating in such a fast rate. You might see 'Undo: Delete:
"cc"' where the action is already undone. Or 'Redo: Typing: "aaaaa"' when the
"aaaaa" is already re-added.

Expected Results:
The tooltips should update upon every click even though the click happens
quickly.
