When selecting sub-component "Localization", the green text suggests to instead
select another (more concrete) component and set the "l10n" keyword. When
selecting another, the keyword can not be set by editing the ticket.

How to reproduce
----------------------

1. Open a new bug at
<https://bugs.documentfoundation.org/enter_bug.cgi?product=LibreOffice>

2. Select component "Localization"

-> Green text says "Alternatively you can use one of the other components and
set the l10n keyword"

3. Select component "Documentation"

4. Complete bug-report

5. Edit newly created bug-report: Add keyword "l10n".

Actual result
- l10n is not in the select-list of keywords
- When entering manually and saving, you'll get an error message: l10n is jot a
valif keyword.

Expected result
-------------------

Either 
- in the green text state the correct keyword to use
or
- allow "l10n" as a keyword
