Elmar, I'm not an expert with font size in percentage, but I think it works as
expected. For example if you change font size of the character style to 140%,
the size of the font changes. So the precentage is not the percentage of the
font style of the several headings.

BTW: You shouldn't use numbered list for chapter numbering, because there is a
feature for chapter numbering itself (see Tools => Chapter numbering). If you
define different character styles for each level, it should work
