Yes, not clear about that--it is not a percentage, and not an absolute timing
either. 

But Text Annimation 'letter by letter' seems mostly correct (but really only
relevant with the Basic -> Appear animation). I'm not sure the 'word by word'
is doing reasonable things in response to 'delay between characters'--will poke
around the source code for that and file issue if needed.

Documentation will always lag, the Effects options dialog is described in the
latest Impress guide
