Dragging a frame slightly over the edge of the paper in multi-page view moves
to a total different page (with footnote enabled)
Steps to Reproduce:
1. Open the attached file
2. Drag the yellow frame down half way over the paper edge
3. CTRL+Z
4. Delete the footer & try again
Actual Results:
Frame moves to the last page in the row
Expected Results:
Shouldn't happen, I think
Reproducible: Always
User Profile Reset: No
