When reporting please be precise. It's not LO but Impress. 
"Create text in the slide master." How? Insert Text box?
"Change the text's orientation." How? I guess it's box rotation. Character
rotation is not possible. 
I do NOT repro for new text box. I just repro Bug 103251.
