Description:
I have a document -- more than 200 pages.
Everything clean defined by specific formats. 
The main format is "text body" (textkörper)defined: Times New Roman, 11 pt. 

If I want to format one paragraph locally then in the whole document the format
"text body" is changed.

If I do it with a word or some words within the paragraph - everything works
fine. 

In my book it's a catastrophy: If I want to scale an entry of the literature
e.g. by 5% to "press" it into one line to avoid a line break: 
The whole document is scaled by 5%!


Steps to Reproduce:
1. Example document is prepared.
Steps are IN document.
2. I append it in a following step.

Actual Results:
Results? I don't understand.
Problem to make a final formatting of document. 

Expected Results:
I want to mark a paragraph and to center it  or make it bold or reduced in
width without influence to the whole document.


Reproducible: Always


User Profile Reset: No



Additional Info:
I have here 2 PCs - Win7 and win10.
The win10 is not used before with writer. Only 1 or 2 times. 
On both laptops the same.
