text input header frame menu button display interfer with each other

When the header/footer frame menu is activated and the header/footer is empty
the cursor is placed either at the start or end of the page text. If text is
entered before the frame menu button is pressed to add the header/footer the
text and menu button display interfere with each other.

Attached is a screen recorded example.

One solution would be to place focus on the header/footer frame menu button if
the header/footer is empty.
