@figioteo : if I have understood you correctly :
1) Open Writer
2) Insert a table (e.g. use default Insert Table menu)
3) Right mouse button click on the table, choose Table Properties
4) On the "Table" tab, set the "Above" and "Below" values using the up arrows.
This works for me in
Version: 6.2.1.2
Build ID: 7bcb35dc3024a62dea0caee87020152d1ee96e71
Threads CPU : 4; OS : Mac OS X 10.14.2; UI Render : par défaut; VCL: osx;
Locale : fr-FR (fr_FR.UTF-8); Langue IHM : fr-FR

but you have to very careful to click near the center of the arrow button for
anything to happen. If you click around the edge of the arrow, nothing happens.
This is already known as bug 118713
