I am interested in using drag and drop in Navigator to doing multi-selected
chapter promote/demote.

The promote/demote chapter/level buttons can be used with multi-selected
headings but currently suffer from deselecting after action. A patch has been
submitted for enhancement/bug 124305 that keeps multi-selected outline headings
selected after a move.
